The clock is rapidly ticking down to an enforcement date for the Ballast Water Management (BWM) Convention. Last month, Peru became the 51st country to ratify the convention, which now represents 34.87% of the world’s merchant fleet tonnage. It will enter into force a year after tonnage hits the 35% threshold, which many believe will occur this year. Rear Admiral Paul Thomas, the US Coast Guard’s top compliance official overseeing the regulation, addresses the concerns of those who question the US government’s ongoing method of approving ballast water equipment that allows shipowners to meet the regulation.
